Rule Discrepancy

Pitcher Position

Discrepancy over when the pitcher is allowed to leave the mound pass the attack line.

When the ball is pitched

OR

When kicker makes contact

One team understood the ruling as the first option when there is a male kicker. The other team disputed but ultimately decided to play that way.

After going over the rulebook I've gathered that the pitcher cannot go pass the 2nd attack line (15ft from home plate) until the kicker makes contact.

Needs clarification.
